As you know, we have been working on the replacement PPSR system for the past two years and during this time, we have regularly kept you up to date with progress.
The creation of the PPSR API online community has formed a critical part of the transition process as it has been vital that we take this journey together in order to be ready to transition to the new PPSR at the same time.
To date, we have collectively met our key milestones.
As you would expect, as we near the go-live lockdown weekend, we increase the rigour of our project assurance and governance activities to make sure that we are fully comfortable with delivering such an important system.
There have been three main factors that have impacted our ability to meet the proposed go live date of 2 July:
- The process of migrating 9 million financing statements with an associated 300 million versions has been far more complicated than forecasted.
- As you have noted, we are still addressing defects. While the latest defect resolution releases do not directly affect the delivered and stable API code base, we recognise that you must still complete regression testing activity at the end of each release.
- We appreciate there is insufficient time for you to develop and test your product against the new API.
As the PPSR system plays an important role in the New Zealand economy, and MBIE does not want to risk the integrity of your experience as you transition to the new system, we have decided to delay the go-live date.
The delay in go-live of the new system does not impact the availability of the PPSR register, i.e. the register will continue to be accessible on the current platform.
While we are working closely with our vendor on the data migration enhancements, defect resolution and a viable new go-live date, we will carry on with the scheduled dress rehearsals and production data migration testing. We will continue to request your feedback over the next few months as it will be key to the success of the PPSR replacement project.
